Speech from the Throne

Tuesday, March 9, 2021

This afternoon, His Honour The Honourable Arthur J. LeBlanc, Lieutenant Governor of Nova Scotia, delivered the Speech from the Throne to open the Third Session of the 63rd General Assembly of the Nova Scotia Legislature.  Reading the Speech from the Throne, which is also known as the Throne Speech, is one of the important constitutional duties of the Lieutenant Governor, who is The Queen’s representative in Nova Scotia.  The legislative agenda is outlined in the speech, which is prepared by the government for reading by the Lieutenant Governor.

On 18 December 2020, the Lieutenant Governor prorogued the Second Session of the 63rd General Assembly.   A new Session cannot proceed until the current Session is prorogued.

Due to the current COVID-19 related health and safety measures, the normal military honours and ceremonial that accompany the Speech from the Throne were omitted for this occasion. Correspondingly, His Honour did not wear the Civil Uniform that is worn on “state occasions”, however, this will resume at the next Speech from the Throne.
